It is moved:  THE SPEEA COUNCIL CONCURS WITH THE SPEEA FISCAL YEAR 2023 BUDGET.

Shaunna Winton (SPEEA Treasurer) presented the motion. Joseph Pham (E-11) moved to approve the budget as written. Jeff Forbes (D-2) seconded. Motion approved by show of hands. 

It is moved that: the NW Council supports the Teamsters 174 Union Cement Truck drivers in their efforts to maintain Union Benefits by giving $3000.00 to the appropriate source.

The NW Council requests the Executive Board provide Staff with direction to take steps in informing our members about this issue via our publications and information networks and urge our members to support the union workers.

It is moved: The NW Council calls on the Martin Luther King County Labor Council to adopt the following resolution in support of the King County International Airport/Boeing Field workforce:
Resolution in Support of King County International Airport/ Boeing Field Jobs
WHEREAS, King County owns and operates the King County International Airport/Boeing Field also known as the KCIA;
WHEREAS, KCIA’s operations are critical to the viability of Washington’s aerospace industry and aerospace-related jobs;
WHEREAS, numerous Unions affiliated with the Martin Luther King County Labor Council have thousands of jobs directly and indirectly connected to the operations at KCIA;
WHEREAS, aerospace employees working in Renton, Tukwila, Seattle and elsewhere depend on the airport for delivery, flight testing, and other critical functions tied to the airport;
WHEREAS, King County established the King County Airport Roundtable to give Labor, local communities, business, and other airport stakeholders the ability to address concerns and weigh-in on airport development plans and operations;
WHEREAS, proposed King County ordinance 2022-0011 creates a new community advisory committee that would make recommendations related to the future of the airport and would not include Labor’s voice;
WHEREAS, the creation of a new airport committee will diminish Labor’s voice in airport operations and put the committee at odds with the Airport Roundtable;
WHEREAS, proposed King County ordinance 2022-0011 creates new powers for interests who aim to limit and reduce operations at KCIA;
THEREFORE BE IT RESOLVED, that Martin Luther King County Labor Council express Labor’s collective concerns over King County ordinance 2022-0011 by sending an official letter to the members of the King County Council and the King County Executive, asserting the importance of protecting union jobs tied to the airport, and the need for strong Labor voices within KCIA operations; and
THEREFORE BE IT FURTHER RESOLVED, that the Martin Luther King County Labor Council affirms our support to the workers at KCIA and will continue to advocate for the union jobs connected to the current and future operations of the airport.

It is moved that: To waive pro and con statements and submit a referendum to the members to revise the SPEEA Constitution Section 2.1.1 as follows:

2.1.1. Addition of Bargaining Units

The addition of new Bargaining Unit(s) to SPEEA requires approval of the SPEEA Council. or any change in the composition of any Bargaining Unit shall meet the following requirements:
The addition of any Bargaining Unit(s) which contain(s) either Boeing, Boeing wholly-owned subsidiary, Boeing joint venture or Successor employees or a change to the composition of any existing Bargaining Unit(s) shall not require ratification by the Regular Membership of SPEEA.
The addition of any Bargaining Unit(s) employed in the Engineering, Technical & Scientific Community which does not contain either Boeing, Boeing wholly-owned subsidiary, Boeing joint venture or Successor employees shall require ratification by a simple majority vote of the Regular Membership of SPEEA by referendum.

It is moved that the SPEEA NW Council distribute the allocated fund for 2022-2023 SPEEA STEM Grant awards as shown in the attached spreadsheet.

It is moved that the SPEEA Council supports Railway workers, in their fight for a good contract. And if a strike does happen a donation of 3000.00 dollars in food aid for the union members.

And it is further moved to send a letter of support and inform our members of how they can support these workers on strike, and to support them in other ways.

It is moved that the following questions be submitted to the applicants for the Northwest Regional Vice-Presidential Candidates and their response be included in the Voter’s Guide.

1. How do you propose to grow and strengthen the SPEEA union?
2. What do you see as the primary challenges the NW Region faces and what are your solutions?
3. What experience and skills would you bring to the Executive Board?
4. How will you represent the NW region as a regional Vice President?
5. Why are you interested in the Vice President position?
6. How would you handle out of sequence interim negotiations?

It is moved that the NW SPEEA Council supports Tacoma Art Museum Workers United (TAM Workers United) and others in the struggle for union representation and a first contract at Tacoma Art Museum. The NW Council requests the Executive Board provide Staff with direction to take steps in informing our members about this issue via our publications and information networks and urge our members to support the union workers during negotiations and if they go out on strike.

It is further moved that the Northwest Council supports giving up to $5,400.00 out of the annually budgeted labor support fund, should a strike happen and support is needed by TAM Workers United.

The NW Council requests the SPEEA Executive Board to contact TAM Workers United leadership if a strike occurs, and help is needed, to work with the TAM Workers United on how to send the support.

It is moved that: The Northwest Council approve the proposed FY2024 Northwest Council Budget and submit the proposed budget to the SPEEA Executive Board for consideration and incorporation into the SPEEA Budget.
